Florida Department of Transportation Narrows Design Options for 23rd Street Flyover Project in Panama City, Florida

The Florida Department of Transportation (“FDOT”) recently released a preferred alternative plan for the 23rd Street Flyover project near the intersection of 23rd Street and State Road 390. The FDOT plans to discuss the preferred alternative plan at a public hearing on August 7th 2025.

The FDOT’s preferred alternative plan indicates that the FDOT may acquire 44 parcels of private property in Panama City, Florida. Many of these potential takings appear to be significant acquisitions from valuable commercial properties
